Hegemony Expansion Pits Authoritarianism Against Liberty

Heavy euro fans, look alive. Hegemonic Project has confirmed Shadows of Authority, the third major expansion for their class-warfare strategy game Hegemony, and the Gamefound notify-me page is already live. If you have spent any time around Working Class players, you know the political ideology track is the bit that keeps fights going long after the resources are gone, so a brand new axis is a big deal.

Hegemony: Lead Your Class to Victory came out of nowhere in 2023 and quickly became a cult hit, sitting comfortably above 8.4 on BoardGameGeek and parked inside the site's top 50. The 2-4 player asymmetric design hands each player a wildly different deck (the Working Class, the Middle Class, the Capitalist Class, or the State) and asks them to push the country towards their preferred policies. Crisis & Control bolted on a fourth player and a stack of automa cards, and now Shadows of Authority is going further into the politics.

The expansion introduces a new ideological axis, Authoritarianism vs Liberty, that runs alongside the existing left-right economic track. Hegemonic Project says it brings three new policies to vote on, Freedom of Speech, Law Enforcement and Environmental Policy, plus a pollution mechanism that finally puts environmental concerns onto the board. Expect the Working Class agitating for free speech while the State leans into surveillance, and everyone arguing about who is responsible for the smog.

Hegemonic is keeping busy. The Athens-based studio also has World Order, a geopolitical follow-up about shaping international relations, in the wider 2026 pipeline. Shadows of Authority sits firmly inside the Hegemony ecosystem though, so existing owners get a meaty bolt-on without needing to buy another base game. No firm campaign date yet, just a notify list while the team finalises contents.
